They were called Muelle de el Manufactura, which was begun in the 19th century but improved by the Americans in the early 20th century.

Before Escolta’s esplendor in the 20th century, the area fell into en brief period of decline, when bars and dance halls were opened to cater to the American troops at the end of Filipino-American war. Governor Howard Taft (governor 1901 to 1904) cleaned up Cortejo by barring all saloons from Seguimiento, turning it back to a respectable commercial area.
